U.S. Government Shutdown Looms as House Fails to Pass Trump-Backed Funding Bill
The U.S. government faces an imminent shutdown after the House of Representatives failed to pass a Donald Trump-backed funding proposal late Thursday. The bill, intended to fund the government into March and suspend the debt ceiling for two years, was defeated in a 174-235 vote, revealing significant divisions within the Republican Party and firm resistance from Democrats. Without an approved funding resolution, a partial government shutdown is set to begin Friday night, potentially disrupting federal services and holiday travel.
The legislation included a $110 billion extension for disaster and farm aid, a concession to Democrats, but its controversial provision to suspend the debt ceiling for two years proved polarizing. Trump, aiming to avoid early debt ceiling negotiations in his upcoming administration, strongly advocated for the suspension and even called for abolishing the debt ceiling entirely. However, 38 Republicans joined Democrats in rejecting the bill, with Representative Chip Roy criticizing his party for abandoning fiscal responsibility.
As Congress remains gridlocked, the looming shutdown underscores broader challenges facing Trump’s incoming administration, including ideological rifts within the GOP and strained bipartisan relations. With the clock ticking, lawmakers must scramble to avert economic and logistical disruptions that could impact millions of Americans.

U.S. finalizes $458m award to SK Hynix for chip packaging facility

Sk Hynix, the world's second-largest memory chip maker, has been awarded up to $458 million in government grants by the us Commerce Department to fund an advanced chip packaging plant and research and development facility for artificial intelligence products in Indiana.
The facility will include an assembly line to mass produce Next-Generation high bandwidth memory chips used in graphic processing units that train artificial intelligence systems.
The department also plans to make available $500 million in government loans for the SK Hynix project.
The grant funds would be distributed when SK Hynix meets project milestones.
The project will create 1,000 jobs and fill a critical gap in the us semiconductor supply chain.
Congress in August 2022 approved a $39 billion subsidy program for us semiconductor manufacturing and related components along with $75 billion in government lending authority.
The Commerce Department is awarding major grants to all five leading semiconductor manufacturers--Tsmc, Intel, Samsung electronics, Micron and SK Hynix.
The department has now finalized all of those but the $6.4 billion Samsung award.

China's tech hub Shenzhen releases vouchers to support AI research and development

Shenzhen, China's Tech Hub, has announced a series of measures to support the development of artificial intelligence (ai) in the city.
The measures include the provision of "vouchers" for research and development of ai models, and ai training and corpus, with Vouch for model training up to CNY 500M ($68M) annually for enterprises.
The measures aim to "build the National new generation of ai innovation and development pilot zone and the National ai innovation and application pilot zone, and build an ai Pioneer city." for "ai model vouchers," an annual maximum of CNY 100M will be issued for enterprises to reduce application costs.
For enterprises that provide model services and develop applications based on Generative ai models registered with the National Internet information office, those that reach a certain scale and demonstrate good results may receive funding of up to CNY 2M, not exceeding 30% of the model purchase costs. an annual maximum of CNY 500M in "training vouchers" will be issued to reduce the research and training costs of ai models.
The Southern Tech Hub will also set aside CNY 300M each year to support Ai-Related research. subsidies for fundamental research reach up to CNY 10M per project, and the ceiling can be raised to 30M yuan for projects with key "breakthroughs".
