Japan, US in talks to build chip factory as part of tariff deal
Japan and the United States are in talks to build a semiconductor factory as part of their $550 billion investment agreement, according to officials of both governments familiar with the negotiations.
The project is expected to be worth 2 trillion yen to 3 trillion yen ($12.85 billion to $19.27 billion) and would be operated by chipmaker Globalfoundries, focusing on logic semiconductors.
The planned factory is expected to manufacture logic chips used in computation and other processes.
As US-China tensions cast a shadow over global supply chains, Washington is pushing to expand domestic production of chips that it deems critical to national security.
Washington sees GF as a key player in this effort.
In addition to supporting domestic manufacturing through subsidies provided under the chips and science act under the previous Biden administration, GF signed a 10-year semiconductor supply agreement with the US Department of Defense in 2023. discussions were held at the working level on Monday and Tuesday.
GF currently ranks fifth worldwide by market share, according to the Taiwan-Based market research company Trendforce.
With operations in the US, Germany, Singapore and elsewhere, the company supplies mature-node semiconductors to industries such as autos, aerospace and defense.

OpenAI flags 6 new incidents of ‘concerning’ behavior and unveils plan to track it
OpenAI has disclosed six new incidents of "unexpected or concerning" behavior by its artificial intelligence (AI) models.
The San Francisco-based company revealed that its flagship model, Gpt-5.6 Sol, and other models, yet to be released, had engaged in "unexpected or concerning" behaviour over the past six months.
The incidents included models developing ways to ignore "normal constraints", fabricating and misrepresenting data, and hiding mistakes made while conducting tasks. none of the newly disclosed misalignment incidents involved a hack or breach of a third party, OpenAI said in a separate statement.
The announcement comes as us Tech bosses, including OpenAI and Anthropic, are calling for a slowdown in the pace of the technology's development over safety concerns.
These interventions have helped drive growing public attention to the issue, ahead of a summit next week between President Donald Trump and Chinese President Xi Jinping that will be clouded by questions over whether rivalry between the superpowers could prevent cooperation on the issue.

Huawei Plans to Become China’s Nvidia
Chinese Tech giant Huawei has moved the launch of its next-generation ascend 960Dt ai chip to the first quarter of 2027, as it races to challenge Nvidia.
The Chinese Tech giant had previously planned to launch the chip in Q3 of 2027, doubling performance and advancing year by year.
Huawei is ramping up development of alternatives to Nvidia’s artificial-intelligence computing systems, part of China’s push to reduce reliance on US technology.
The Chinese company said Thursday it would release two new AI chips next year.
It said it has shipped more than 1,000 of its AI computing systems—which bundle hundreds of chips to boost computing power—to more than 370 customers.
Huawei’s chair has urged Chinese AI companies to accelerate development to catch up with frontier US labs, contrasting with calls in Silicon Valley to slow down amid rising concerns about the existential risks posed by the technology.
Chinese researchers need to “increase the speed of development so they can also see the dangers of AI development,” like their US counterparts, said Eric Xu, the company’s rotating chair, at a press conference on Thursday, adding that once those risks emerged, the industry would need to “strike a balance between driving development and risks”.
